I am pretty sure I know the song you mean. It was from about 1995 or so, yeah? I am trying desperately to think of the guy who did it. He had another song I loved around that time called "Higher State of Consciousness". I used to have the CD.
OK, just found it. It is by Josh Wink, or just "Wink" as he was known then. The song I am pretty sure was called "don't laugh", but good luck finding it.
